Salem PD Investigation Nets Alleged Heroin, Crack Dealers

The following information was submitted by the Salem Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.


The following is an excerpt from the Salem Police Department's log: 


Friday, Aug. 30

  • At 4:16 p.m., police responded to a medical overdose on Salem Street.
  • At 4:21 p.m., police received word that two bikes had been stolen from a shed at Pioneer Village.
  • At 4:57 p.m., a man entered the police station to report that his bicycle was stolen on Essex Street.
  • At 5:10 p.m., police responded to a motor vehicle accident involving a motorcycle on Jefferson Avenue.
  • At 5:17 p.m., after a lengthy investigation into the sale of narcotics, police located a man known to have an outstanding warrant on Palmer Street. After a brief chase, Harrison U. Ortiz, 24, of 14 Harrison Ave., Salem, was arrested on charges of disorderly conduct, resisting arrest, possessing a class A substance (heroin) with intent to distribute, two counts of possessing a class B substance (crack,cocaine) with intent to distribute and for reportedly having an outstanding warrant. Felix J. Gutierrez, 23, of 50 Jefferson Ave., Salem, was arrested on charges of possessing a class A substance (heroin) with intent to distribute and two counts of possessing a class B substance (crack, cocaine) with intent to distribute. 19 twists of heroin, 8 twists of crack, 3 twists of cocaine and two bags of marijuana were recovered by police.
  • At 6:11 p.m., police responded to shoplifting incident at The Pyramid Book Store on Derby Street.
  • At 7:11 p.m., police located a man known to have an outstanding warrant on Lafayette Street. William K. Bonocore, 31, of 37 Ord St., Salem, was arrested for reportedly having an outstanding warrant.
  • At 8:01 p.m., police responded to a shoplifting incident at the Walmart on Highland Avenue. Nicholas J. Niland, 18, of 49 Eade St., Lynn, was arrested on a charge of shoplifting merchandise by concealment. Leland J. Cole Jr., 28, of 49 Eade St., Lynn, was arrested on a charge of shoplifting merchandise by concealment, second offense.
  • At 11:22 p.m., officers reportedly noticed a woman exit her vehicle and shout at another motorist for hitting a car and not stopping. Peter F. Jones, 53, of 14 Summer St., Salem, was arrested on charges of operating a motor vehicle while under the influence of alcohol and leaving the scene of an accident with property damage.
  • At 11:32 p.m., police responded to a past vehicle break-in on Loring Avenue.

Saturday, Aug. 31:

  •  At 12:50 a.m., police responded to a disturbance on Phillips Street. Frank E. Emma, 60, of 16 Phillips St., Salem, was arrested on a charge of disturbing the peace and for reportedly having an outstanding warrant.
  • At 4:07 a.m., police responded to a report of suspicious activity on North Street.
  • At 9:11 a.m., police responded to a report of suspicious activity on Congress Street. Richard J. Maggs, 54, of 70 Palmer St., Salem, was arrested for reportedly having two outstanding warrants.
  • At 11:33 a.m., a hypodermic needle was discovered on Mason Street.
  • At 1:10 p.m., police responded to a shoplifting incident at the Home Depot on Traders Way. Alexander J. Speed, 22, of 16 Surfside Road, Lynn, was arrested on charges of shoplifting merchandise by concealment and assault and battery.
  • At 4:34 p.m., police responded to a disturbance near the intersection of Margin and Norman streets. Jason M. McKenney, 30, of the streets of Salem, was arrested for reportedly having an outstanding warrant.
  • At 6:39 p.m., a man entered the police station to report that his moped was stolen.
  • At 7:53 p.m., police responded to a disturbance on Harbor Street. Gregory A. Tobey, 53, of 33 Harbor St., Salem, was arrested on charges of assault and battery and assault with a dangerous weapon (tire iron).
  • At 8:18 p.m., police located a man known to have an outstanding warrant near the intersection of Mill and Margin streets. Andres Rivera, 31, of 13 High St., Salem, was arrested for reportedly having an outstanding warrant.
  • At 9:40 p.m., police responded to a noise complaint on Salem Street. Dircia G. Gonzalez, 50, of 41 Salem St., Salem, was arrested on charges of disturbing the peace and resisting arrest.
  • At 11:18 p.m., police responded to a loud house party on Marlborough Road. Dominique, M. Oliver, 27, of 139 Marlborough Ave., Salem, was arrested on charges of disturbing the peace, assault and battery on a police officer and resisting arrest. Cassandra T. Phillip, 21, of 17 Tracey St., Peabody, was arrested on charges of disturbing the peace and resisting arrest. Jessey J. Previlon, 22, of 38 Lindenwood Road, Stoneham, was arrested on a charge of disturbing the peace. Xavier R. Santos, 24, of 17 Tracey St., Peabody, was arrested on charges of disturbing the peace.


Sunday, Sept. 1

  • At 1:14 a.m., police stopped a motorist near the intersection of Washington and New Derby streets. Christopher N. Njue, 38, of 145 Bennington St., Revere, was arrested on a charge of operating a motor vehicle while under the influence of alcohol.
  • At 2:43 a.m., police responded to a report of people ringing doorbells on Lafayette Street.
  • At 10:35 a.m., police received word that a bicycle had been stolen from Wharf Street. 
  • At 11:01 a.m., police responded to a report of suspicious activity on Clifton Avenue. Stacey M. Gagnon, 26, of 12 Cedarcrest Ave., Salem, was arrested on two counts of possessing a class E substance.
  • At 12:50 p.m., police responded to a domestic dispute on Loring Avenue. Matthew B. Daffe, 24, of 4 McDewell Ave., Danvers, was arrested on charges of assault with a dangerous weapon (metal broom handle) and resisting arrest.
  • At 2:04 p.m., police responded to a motor vehicle accident on Derby Street. Elias O. Medina, 22, of 9 Buxton Lane, Peabody, was arrested on a charge of operating a motor vehicle while under the influence of drugs.
  • At 3:52 p.m., police responded to a report of people having sex in the Broad Street Cemetery.

Other Arrests:

Juan A. Reynoso, 45, of 64 Palmer St., Salem, was arrested on a charge of disturbing the peace. 

Tedoso O. Tejeda, 45, of 64 Palmer St., Salem, was arrested on a charge of disturbing the peace.

Scott A. Caldwell, 30, of 116 Lafayette St., Salem, was arrested for reportedly having an outstanding warrant.
