Unless the police are already at the business, how are they going to know that there is a huge crowd hanging out in front? The management on the other hand should have seen that and sent the bouncers out to start disbursing the crowd before it got to this point. Seems like the management doesn't care as long as the troublemakers are leaving their dollars on the bar.
