Winter Island Boat Ramp

Why are commercial fisherman allowed to use the Winter Island ramp and dock for bait storage? Where is the money for ramp fees going? 55 gallon barrels of bait stored on the ramp walk ways while the boards are so bad that they feel like they will break when stepped on.
