Trash along the water walkway.

Is there any chance that the city would take the initiative and get some of this trash out the canal along the river walkway? It's visible even at high tide and is the obvious resting place of several stolen bicycles. If we would clean it up and make it look a little nicer, better people would walk along there and that might keep strung out junkies from passing out on the benches and using it as a trash dump.
