Police: Man Was 'Touching Himself' on Canal Street

The following was provided by the Salem Police Department. Where charges are mentioned, it does not indicate a conviction.

The made the following arrests and responded to the following calls on Tuesday and Wednesday.

Tuesday, April 10

4:16 p.m. — A suspicious man in a vehicle was reported on Canal Street. Police spoke with two female witnesses who said they looked out the window of the second floor and a man in a bright shirt and hat was sitting in a cement truck that was white with a red front. The witnesses told police they saw the man touching himself. Police said the girls told them they saw the same man three or four weeks ago doing the same thing. Both said the "man was not exposing himself to them, only that they happened to see him doing it." Police were not able to locate the vehicle, but everyone involved was advised to call back if the man returned so that they could identify him.

6:12 p.m. — A man in a wheelchair panhandling and stopping traffic was reported at Essex Street and Washington Square East.

6:16 p.m. — Threats were reported on Loring Avenue.

8:23 p.m. — Matthew Noonan (see below) was arrested after a directed patrol of the skate park located in .

9:35 p.m. — A Cabot Street resident told police he was sitting in his apartment when he saw a man get out of a vehicle and start looking in the window of his parked vehicle as if he was going to try to break into it. When the resident yelled out to the man, the suspicious man went back to his vehicle and drove away, police said.

10:43 p.m. — A motor vehicle break-in was reported on Derby Street. Police said a GPS was stolen and the steering column was broken.

11:44 p.m. — Police said a man and woman arguing were reported on Highland Avenue. The people told police they got into a verbal argument on their way to the gym.

Tuesday Arrests

Matthew Thomas Noonan, 31, of 43 Burrill Ave. in Lynn, was arrested on charges of possession of a class B substance with intent to distribute, possession of a class D substance with intent to distribute and possession with intent to distribute in a school zone.

Meghan Leigh Watt, 31, of 10 Howard St., was arrested on charges of domestic assault and battery and assault by a dangerous weapon.

Wednesday, April 11

12:07 a.m. — A loud group was reported on Heritage Drive.

12:14 a.m. — Police said multiple loud noises and possibly fireworks were reported at Marion Road and Russell Drive. Police were not able to find anything suspicious.

12:43 a.m. — Police received multiple 911 hang-ups from . A person affiliated with the restaurant said she was struck in the face by a customer during an argument about the customer not leaving a tip. The customer was issued a no trespass order.

10:20 a.m. — Possible mail tampering was reported on Harrison Avenue.

11:11 a.m. — Larceny of a strong box was reported on Rainbow Terrace.

11:19 a.m. — Harassing phone calls were reported on Perkins Street.

12:03 p.m. — A man told police that the evening prior he was jumped by four men while walking on North Street on his way to the lot.

3:11 p.m. — A dumpster fire was reported on Rainbow Terrace. The extinguished it.

4:22 p.m. — An open man hole was reported on May Street.

4:25 p.m. — Someone egging cars was reported on Purchase Street.

4:26 p.m. — Police spoke with a youth who had questions about skateboards on Purchase Street.

Wednesday Arrests

Richard Thomas Brown Jr., 37, of 68 Dane St. in Beverly, was arrested on a charge of illegal possession of a class A substance.

Donald E. Chittick, 51, of 6 Gallows Hill Road in Salem, was arrested on charges of domestic assault and threatening to commit a crime.

Michael A. Love, 23, of 61 Vine St. in Lynn, was arrested on charges of operating with a suspended license (subsequent offense) and speeding.
