Aggressive Panhandling on Essex Street

The following is an excerpt from the Salem Police Department's log:

Tuesday, March 19:

  • At 4:21 p.m., police responded to a domestic dispute on Washington Street.
  • At 5:21 p.m., a Salem State University police officer brought in a man known to have an outstanding warrant. Andrew D. Lutaaya, 29, of 47 Central St., Waltham, was arrested for reportedly having an outstanding warrant.
  • At 5:44 p.m., police responded to a report of suspicious activity at the intersection of Salem and Palmer streets. Carlos J. Feliz, 17, of 34 Prince St., Salem, was arrested on a charge of possessing a class D substance (marijuana) with intent to distribute.
  • At 6:02 p.m., police responded to a report of an out-of-control resident smashing furniture at 37 Winter Island Road. Carlo Trinidad-Figueroa, 17, of 37 Winter Island Road, Salem, was arrested on two counts of malicious destruction of property valued above $250.
  • At 7:32 p.m., a resident called police to report finding a small bag of marijuana on Pope Street.
  • At 8:15 p.m., police conducted a well-being check on Essex Street.
  • At 11:11 p.m., police responded to a domestic dispute on Canal Street.
  • At 11:27 p.m., a woman entered the police station to report that her car was stolen from Scenic Place.

Wednesday, March 20:

  • At 12:15 a.m., police responded to a domestic dispute on Federal Street.
  • At 3:59 a.m., the vehicle reported stolen on Scenic Place was discovered and returned to the owner.
  • At 6:38 a.m., a man known to have an outstanding warrant was arrested on Burnside Road. Franklin Sousa, 30, of 2 Burnside St., Salem, was arrested for reportedly having two outstanding warrants.
  • At 6:45 a.m., a Hancock Street resident called police to report that their vehicle was damaged overnight.
  • At 7:31 a.m., a man known to have an outstanding warrant was located on Mason Street. Brandon D. Dixon Jr., 26, of 101 Mason St., Salem, was arrested for reportedly having an outstanding warrant.
  • At 7:54 a.m., police located a man known to have an outstanding warrant on Bryant Street. Francis J. Mosher, 22, of 13 Bryant St., Salem, was arrested for reportedly having an outstanding warrant.
  • At 9:35 a.m., police located a man known to have an outstanding warrant on Prescott Street. Jeremy L. Harpole, 19, of 15 Prescott St., Salem, was arrested for reportedly having an outstanding warrant.
  • At 1:04 p.m., police received word that a student at Salem High School had an outstanding warrant. Zachery Hentosh, 18, of 1 Beach Ave., Salem, was arrested for reportedly having an outstanding warrant.
  • At 2:22 p.m., a Rainbow Terrace resident called police to report that her car was damaged sometime overnight.
  • At 2:50 p.m., police responded to a report of suspicious activity on Fortune Way. A woman told police a man telling her she was spending too much on electricity was trying to get into her house.
  • At 2:56 p.m., police responded to a report of shoplifting at Pep Boys on Highland Avenue. John R. Page, 31, of 23 Central St., Beverly, was arrested on a charge of shoplifting merchandise by concealment.
  • At 3:20 p.m., police responded to a report of an aggressive panhandler on Essex Street.
  • At 3:50 p.m., police and fire units responded to a report of a flooded basement on Bedford Street.
  • At 4:27 p.m., police responded to a report of fresh graffiti on East India Square.
